it is the irish form of cecille.it is also same for sheila,shelly and shela.it means musical,another book says it means "blind".but whatever,it is a lovely name.

The name can be feminine or masculine. Looking through sources they state that Shelly, Shellie, Shelley is a form of rochelle or Cecilia. this is the one that I would go with though...
Shelly is an English name meaning meadow on a hilltop.
It's a lovely name no matter what it means.
