Milk after so you can make it as strong/weak as you want. Otherwise it's too late.
Apparently adding the milk in before or after the hot water comes from Victorian times when the upper class would put the milk in after because they had decent cups and the poor would put the milk in first as the hot water or tea would crack the lower quality cups and the milk cooled it! I was told that years ago and don't know why I remembered it!!

As a a very experienced tea drinker, one of the recommendation all have given you is incorrect, you NEVER boil the water or if you do let it rest for 30 seconds or you will bruise the tea leaves in a bag or loose.
And the most traditional English way is to allow the tea 2=3 minutes to steep and then tea before milk, it will cool the tea and if you do use sugar it will not dissolve properly, as the temparture will be to low and you will ahve a mass in the bottom of your cup.

1.As soon as the water is boiled IMMEDIATELY pour on hot water.(to aid brewing)
2. Add your sugar (meant to aid brewing also)
3.Leave for about a min.
4.Stir and ensure good colour.
5.Add your milk
6. Stir again.
My Dad always had to have it this way. He did prefer it made in a teapot. I don't have one at home so when he comes round he has to make do with it being made in a cup. It has to be done right though. Not enough water and you have given half a cup. Too dark and it's boat varnish. Too light and it's Gnats' you know what lol

Milk in first only applies to coffee!
To make a perfect tea - Bring a kettle of water to the boil and heat the cup or teapot with a little of the water, then reboil the water then pour on the tea leaves or tea bag and wait 2 - 5 minutes depending on strength. then put in milk and sugar if required.
MIF - Milk in first only applies to coffee as you should never put boiling water on fresh coffee or instant as it makes it bitter tasting.

Milk in before the water? What kind of tea are you making?
Milk in first, pour the tea on top of the milk from the pot. Remember to use a strainer to catch the tea leaves.

Put the tea bag in, then the water, put in your sugar and stir it. Take out the tea bag then put the milk in. I had to keep builders in tea for a month and they prefered it that way. If I put the milk in before I take the tea bag out, it always tastes really bitter. If you make tea in a tea pot you would put the milk in last too wouldn't you.

Put the milk in after. The tea leaves need to be infused by boiling water.
