Romanian nationals will not require visa to enter the UK as of the 1st of January 2007. However, they are not entitled to work in the UK, and if they wish to do so, then they must first obtain permission.

From 1st January 2007, as European Economic Area (EEA) nationals Bulgarians and Romanians will be able to move and reside freely in any Member State. They will not require leave to enter or remain to reside legally in the UK.
They will have a right of residence in any Member State for their first 3 months of residence on an unrestricted basis and remain legally resident in that state as long as they wish if exercising a treaty right as a student, a self- employed person, or if not economically active and self-sufficient . But they will not have a right to reside as a worker.
Bulgarian and Romanian Nationals wanting to work in the UK will still need to obtain permission to work before starting any employment. Application forms and guidance will be provided before accession on 01 January 2007.

No she will not need a visa as Romanian citizens become full members of the EU on January 1st therefore they have the same rights as all the rest of the European countries.There are no border restrictions on EU members but she will need a valid passport travelling between jurisdictions.

Your wife will need an EEA Family Permit to enter the UK. These are issued free.
If you are an eligible family member you need an EEA Family Permit. Eligible family members are defined in the EEA Regulations as:
The spouse of an EEA national, excluding a person who is party to a marriage of convenience
A descendant (child or grandchild) of an EEA national or his/her spouse who is 21 years of age or is their dependant (this includes stepchildren or adopted children)
A dependant in the ascending line (ie parents or grandparents) of an EEA national or his/her spouse
A Family Permit is similar to a visa, but is issued free of charge to eligible family members of EEA and Swiss citizens. It allows you to travel to or stay freely in the UK with your EEA family member.
If you want to come to the UK independently of your EEA family member, the normal visa requirements apply.

As far as I know, the only groups of people allowed to freely move are the original 15 members of the EU and the new members have a wait period of about 10 years before they can freely move around all EU nations. However, I learned this in class and its entirely possible that I could be wrong...

Sometimes when I read some of these answers I'm embarrassed to be British. The British are the first to complain when someone abroad does not treat them with kid gloves.
