I think it is because it is the lane (R) people enter and exit from.
Although I have seen some attempt the the "cross 3 lanes to exit a major highway" trick. Making allowances for that naturally slows traffic in that lane. The left lane usually has a more consistent speed . Drivers who do not want to be pressured to keep up with the higher speed or be tailgated at 70mph on the left will be content to stay in the right lane.

It is one of the traffic management terms used for the road due to this lane design for a normal driving speed.

But if in the country where the driver seat on the right hand side, the left lane will be a slow lane.

The left lane is for passing so then the fast moving vehicles can go to where they need to go. The right one on the other hand in for slower moving vehicles. It makes sense because if slow cars where mixed with fast cars then the traffic flow would be slowed down. So with the left lane as a fast moving lane people can move quickly and efficiently.

Traffic is naturally slow in that lane due to cars coming and leaving the freeway.

There isn't too much movement in the left lane, so it's the "fast lane."

The right lanes is considered the cruising lane to stay in the speed limit the left is for passing only

the right lane is where people enters and exits from. typically, not every drivers that enters the freeway can immediately accelerate to the flow of traffic, esp. tow trucks. on the exit ramps, the drivers exiting usually will have to slow down right before the exit, esp. if a lot exits the freeway at once. the left lane is usually the least affected by drivers entering and exiting, which is where drivers can drive fast and efficiently, without having to slow down. if you mix fast drivers with drivers entering and exiting the freeway, it can cause a major accident.

Maybe because most of the time the exit ramp is on the right side, so you have people slowing down to get off to have the least interference with traffic flow.
