If it's supposed to be a "big" tree, that you can hang ornaments and lights and such on, try heavy gauge wire and shiny garland (silver is nice). Maybe even real pine garland?
If it can be any size, and isn't meant to be "traditional" in every sense of the word, shoot for clay, pipe cleaners, paper, etc.

Sorry, don't know of any websites, but my aunt made a neat one. This was in the early 60's no less, when no one did stuff like this. She was traditional, but very stylish, and way ahead of her time.
She had cut down a nicely shaped regular tree, bare of leaves for the winter, and anchored it in a pot with big stones and river rock. Then she got boxes of the rolled cotton for medical use (you can find it in pharmacies or medical supply places), and wrapped it around the trunk and all the branches with silver wire. You could use anything from brown twine to mult-color yarn to fishing line to wrap it. When she was done, she hung white lights and plain royal blue bulbs on it (who knows where she got them in that era!). It was a really stunning tree, an interesting shape and effect with minimal decoration. I loved it! My mother was scandalized LOL.
I don't know what your tree is for, or whether this would be acceptable. My brother once gave me a fir tree for xmas, all hung with empty beer cans. I laughed and asked what the cans were for. He pointed out that they were Miller Lite cans, and that they were the "lights" on the tree, LOL Since you don't have to water it, you could put a strong regular flashlight in the rocks and fasten it to the trunk for light that will shine up into the branches. This will reduce fire hazard, too.
You could easily and cheaply do a recycling tree. Cut up strips of brightly colored old clothes (cull your closet, or hit a thrift store) and sew, tie, glue or staple the ends together, then wrap the tree in strips of fabric for a rag rug effect. Maybe use a dap of glue at the ends of each strip on the tree, then take your favorite colored leftover strips and tie them on along the branches in "bows" (just big enough not to droop) for both stability and a festive look.
You could take any kind of clean empty food containers that say
Light or Lite on the outside for your "lights" - those cute yogurt drinks in the brightly colored shapely plastic containers, or the small flavored creamer bottles. Tie them on at the neck with fishing line.
Other ornaments might be anything. A bunch of crushed red soda cans could be wrapped and hung with fishing line, and would look enough like regular ornaments at a glance to give one pause. I personally think that would be awesome, especially if you hid a small fan near it on low so that they move and shine.
Another interesting thing would be newspaper or brown paper sandwich bags, crushed together and shaped into balls. Tie the balls around with twine, yarn, or thin fabric strips, finish with a bow, and hang them with fishing line. You could even do plastic shopping bags tied with whatever you want.
If you do that, instead of a tree skirt, take a lot of whatever you used - newspaper, or big paper or plastic shopping bags - tape some over the pot and top to hide gaps, then ball them up, tie, and pile around the bottom of the tree and in the pot. You may need some glue here, or some staples, just make it conical / \ to balance out the top. Throw some brightly tied smaller balls around on it to link the stand and tree visually. I saw something like this done in brown paper in a NYC boutique once, and it was really fabulous looking, very modern and iimpressive.
If you don't want to make it a recycling tree per se, there's aluminum foil, or the clear colored plastic wrap, and small balloons. That would be totally easy. Maybe a few party hats, some candy bars, small fancy paper plates with matching napkins tied at one corner with the design puffed out. Use Balloons for the base of course, but make sure the glue you use is ok for them. That would be your birthday party for Jesus tree.
The beauty of this is that the concept itself is startling enough, especially if you pick an interestingly shaped tree, for it to be visually effective without a lot of ornaments. Please resist every impulse to over-decorate. It's best with "just enough" stuff on it.
