If you have Microsoft Windows XP Home or Professional, or if you Microsoft Windows ME, there is a builtin software called Windows Movie Maker in them, that can let you edit, purge, merge, add effects or do a lot of other fun stuff with video clips.
You can generally find it in "Start -> Accessories -> Entertainment -> Windows Movie Maker.

You can use the Movie maker in the windows XP only it too easy just select the clips and drag and drop on the film and click record. this software is can join and it can separate a video in clips.
you can also use VCD cutter to join clips and cut clips.
