I have been working out Monday, Wednesday, and Friday every week. And I have been taking 1 week of running, the next week I will lift weights and I do that pattern.

If I want to STRENGTH TRAIN and build MUSCLE (biceps, chest, etc.), would it be better for me to lift weights for week 1 and 2 or should I run for week 1 and lift weights for week 2 and continue on that pattern?

If you want strength and not necessarily muscle mass, work out 3 or 4 times per week. don't take a week off to run, but run and work out every week. If you want to bulk up, try using more weight, less reps, but work out until you just can't do another rep. BECAREFUL not to hurt yourself though. Try doing your 10 or 12 reps not once but three times a work out, like circuit training.
