The smoke is probably irritating him, as any smoke would. There is just about no chance that the dog could be getting high unless you were pumping enough of it at him to irritate his eyes and nose.
Remember that dogs are far more sensitive in those areas than humans.

chemicals in drugs latch onto receptors in the brain, its basically a chemical reaction.
Obviously dogs brains are different and have different receptors, so the chemical reaction will be different. Even amoungst different people the reaction can vary alot.
He may be reacting to the nicotine mainly, or a different chemical in the cannabis.
8/10 dogs prefer weed LOL.
My friend does this to his elderly parents, without testing on animals.

The weed fixed him right up man, distorted perception?? fu*k that man, brings things into focus man. keep the dream alive man, smoke one for me, fu*k smoke two, you can't fly on one wing. why would people wan to drink and drive and you can smoke and fly.
