Isn't that a bit like asking 'are Ball Park Franks a universal problem?'
Are Ball Park Franks universal? Do vegetarians worry about Ball Park Franks? Should everyone in the world, including people in third world countries, take five minutes out of their daily life to worry about Ball Park Franks?
Does your stomach worry about what your feet are doing? Do your knees agonize over whether or not you will buy those earmuffs? Do your fingers lose flexibility based upon how well your nose is working or not?
Painters worry about paint, muscians worry about music, and politicians worry about who will catch them in a lie (just a joke). In all choices, let the individual worry about the individual and let the universe worry about the universe.

Sin is knowledge not lived, so yes the exclusion and the not living up to what you know to be right is a universal issue that goes against our very intellect, what makes us human. We cut off our humanity and become as animals when we don't apply what we know, for the greater good of ourselves and others.
To not sin is a universal obligation.

I believe it is a universal problem....in that when many people are sinning (as with when many people are praying) like attracts like....so when many people are sinning we get things like war,etc etc

I think it is an individual problem.
We all have choices. We can make good choices or sinful choices.
