Thanks to France's determination to rule the papacy, the pope were forcibly removed to Avignon. This time period is referred to as the "Babylonian Captivity".
It was during this period that a majority of the cardinals met in conclave and declared the French choice un-poped, as it were, and selected one of their own. At one short point there were 3 claimants to the Throne of Peter.
Eventually, and mostly thanks to a woman (natch!), St. Catherine of Siena, the cardinals met again, selected a pope and forced the French to behave themselves. The other claimants gave up their claims and once again Holy Mother Church got to clean up a mess made by a bunch of men! The UN-majority elected popes and their papacies were declared totally invalid.
Since then, no one nation has dared to try and control the papacy.
