You MUST sand first or the stain won't take evenly, and will look like crap.
But after you've sanded (and you don't have to go deep), YES, you can apply darker stain over lighter...

You really need to sand first so it will be evenly applied..Just a light sanding is all..use 220 or 220 grit..If you have a poly on them you have to sand that ALL off so the stain penetrates..Good Luck

If they have varnish on them, you will need to remove the varnish before you can even think about restaining.
If there is no varnish, then gel stain can work but it might take two coats to get good coverage. Gel stains do no penetrate the wood but stay on top kind of like shoe polish on shoes. It does not stick very well to varnish.

Yes you can.
Yuo'll wind up with an uneven color with plenty of spots darker or lighter,but if you dont'want to sand first is OK.
