Higher a good civil lawyer. File a PIL (Public Interest Litigation) suite against the petrol pump guy in the nearest district court. Its better if you make a group of people who are with you. So you will have better say and will be easier to fight against a powrful lobby.

Ask the fire department not to approve it due to it being a fire hazard. Ask the local government not to approve it too for the same reason. If they still intend to approve it, form a group with your neighbors and send in a petition signed by everyone in the area who does not want it there.

If they still intend to approve it, ask for extra precautions to be installed, such as a double firewall, foam-producing firefighting equipment (with supplies) installed in the station, automatic emergency shutoff system.

You can also throw a monkey wrench at the owner by asking for detailed sewerage plans for possible petroleum runoff, and reporting to your local environmental compliance agency if you don't find it acceptable.

I can only say that if you can make it so the person can make more money in another area they will move it. It is much easier when you have persuasion on your side.
