I definitely do NOT want a D-SLR (although I have been tempted, believe me), and I DO want something that shoots in RAW. Given all of that, what is the absolute best digital camera? Thanks!!! :)

The Canon Powershot G6 is a good performer overall. In addition to RAW, it has a relatively fast 2.0 lens. I have one and use it frequently instead of a SLR. You should be able to find a new G6, although it is now discontinued.
The new G7 does not have RAW.
Go to www.dpreview or www.stevesdigicams to research features and read reviews on many cameras.
