The Jewell Meadows Wildlife Area is near Mist, Oregon. It provides a sanctuary for Elk and the viewing there can be spectacular. Bring your binoculars. Here is a link with a map, and it lists November-April as the best time to view:

Closer to Portland than California is the elk viewing area on Highway 38 in Reedsport. Lots of elk, lots of mist, and about a three hour drive from Portland.

If you are near the Calif. border, check out Redwoods Nat'l Park. They have elk herds next to the road most days. They are very tame and you can get very close.
