YES, you definitely have a virus here, and a pretty nasty one to boot! And that virus you've got has attacked the the MBR (Master Boot Record), which controls the booting up of the Windows operating system. Of all the viruses out there, these are some of the worst because they prevent you from loading Windows, which prevents you from essentially doing anything else.
This is a perfect illustration of why it's so important to have anti-virus software installed on your computer, and to keep it updated.
Unfortnuately, you won't be able to install anything while it's in safe mode because that would defeat the purpose of "safe." In other words, the computer only loads things that ARE good and OK.
Since you didn't have any anti-virus software on there to begin with, and assuming you don't have backup of your computer when it was "good and clean," you'll most likely have to re-install Windows. The best case scenario would be if the Windows CD can repair it, but if not, then re-installing would be your next option.

You really should have installed Anti-virus software.... but I guess that is TOO LATE.
You might be able to get RESTORE to work from Safe mode.... Try to GO BACK a week or so.
You might be able to install Anti-virus from a CD while in safe mode....
If you have a 2nd computer, then consider removing the infected hard drive, and installing it in the 2nd computer (with anti-virus already installed) as a SLAVE drive and running a full anti-virus scan on that slave drive. While you are at it, RIGHT CLICK on that drive and pick PROPERTIES. Then pick the TOOLS section and run CHECK NOW. Run both checkdisk scans.

If you can get onto the net in Safe Mode, you can go to one of the virus sites and have it do an on-line scan of your computer. Otherwise if you have a friend who was wise enough to use a virus program, see if he will let you load it onto your computer just to look for viruses. You will not be able to keep it on or get updates for it as it is logged in his name.

Well, I experienced that problem before, I know what you mean, if you have a HP then you should just send in the computer and they do it for free if you have a warranty. They come to pick it up and then deliver it fixed in about a week. Or you could just buy an anti virus CD. I have spyblocs.

You are in a tight situation here. See if it will allow you to go into Safe Mode with Networking. Try to do a online scan at http://housecall.trendmicro.com/
If not download from another computer HijackThis.
Download HijackThis---http://www.spywareinfo.com/~merijn/programs.php#hijackthis. Run and Save a Log. When you log comes up copy and paste the entire log at http://www.hijackthis.de/ . Analyze your results. You will then get a screen that will tell you if you have any nasty stuff in your computer. Follow instructions to deal with any nasties. CAUTION: This is a very powerful tool. Be careful.

I suggest that you try to carryout system restore to a day previous to the day when there was no virus or any problems. It may be a few weeks or months back. You have to decide the date. Detailed instructions are posted at http://fixit.in/systemrestore.html
The problem is likely to be solved. Then,You insatll a standard antivirus soft ware such as Norton, AVG , Avast ( free antivirus software and Ad-aware, Ewido ( free spyware removers). You can download free softwares at

More then likely yes, it's infected!!!! Insert the windows cd then reboot, do a fresh install of windows and start over from scratch. You may have to enter the bios and force your system to boot from the windows cd, but try it first.

make sure the mains plug is in as far as it will go, or try another mains plug/lead.. next see if the power pack is working as it should.. take it out and plug in into the mains the fan should run if it dose not then u need another power pack
