It is in fact shown that if you use real words when speaking to babies, they learn to speak better earlier. Though people have been talking to babies like this for centuries and the human race is still capable of speech (okay, I know in some cases and even areas that's an arguable point).
The tone, however, that soft, higher pitched tone of voice that people always seem to use, is actually easier for Baby to hear than a lower pitched sound.

It wont retard your nieces development. If you are THAT concerned why don't you go and pick up a child development book? Either way, it is shown that infants are drawn to high pitched voices. Yes they learn by mimicking but do you remember when you where an infant and people used baby talk? I know I don't, but I know it was used, I've seen video tapes and I started school early because I was ahead in development.
I don't know the age of your niece but if you are concerned with her being "retarded" as you say, buy her age appropriate learning toys. ie Colorful mobiels, rattles, an unbreakable mirror for the side of the cribe, bright colored patterns for sheets and/blankets. Do some REAL research on the subject.

Desi is right on. I guess I always talk to baby in a high pitched voice, but I always use plain english when doing so. I don't make up words and such. That being said, I have a friend who talked all goo-goo-ga-ga to her kid, and her(the childs) language skills have always been excellent.

protecting an toddler is the sweetest element! I actually have a 10 twelve months previous an i keep in ideas staring at her in my fingers, so sweet an innocuous! regrettably i cant have anymore yet my familys having plenty! continuously a toddler round to carry lately! lol

actually babies benefit from the baby talk. They hear higher pitched voices sooner and learn to recognize it as voices.
