What kind of a cut of beef are you using, and how do you prepare your steak?
If you're going with a really lean cut, it's going to be tougher.
The combination of really lean and medium-well to well done is a leathery combination.
T-bone, KC Strip, Porterhouse or Rib-Eye are more tender, with a bit more fat marbled in with the meat and are better for grilling.
Leaner cuts can have more "meaty" flavor, but then need to be cooked medium rare or rare to not be tough. High heat, but short periods of time will give that good seared outside, but tender and bloody inside.
As far as crock pot recipes, I think they're generally titled "pot roast". It that's not what you want, then steer away from that.
Marinades can be good at tenderizing, particularly if you slice the beef into thinner strips, as well.

You can marinate the steak to make it more tender but there is a product on the market for well over 50 years called Adolph's Meat Tenderizer. You sprinkle this on the meat for several hours before ccoking and it tenderizes using a natural enzyme called papain extracted from the fruit of the papaya to do the job. It has always worked great.

A marinade makes meat better by adding moisture, increasing tenderness and adding flavor.
There are tons of marinade recipes you can make or just use italian dressing.

Believe it or not meat can be too fresh. Marinades help but mostly they are for flavor. Try aging the meat. Any site about barbequeing will have the proceedure.
