You asked two questions. A good download accelerator that I have used for years is Download Express. It's free and works fine.

Internet accelerators , accelerate your speed of download by these ways :

1- make many connections to server
...when one of connections lose speed , program switch
...to another connection.

2- use whole of your Internet Band
...it makes your download finish sooner. but it doesn't let
...other applications to work on internet properly. for
...example it slow down your web browsers

by the way it's beter to first recognize your work then make
decision to use these softwares or not.

I've used several over the years that are decent. Most of them cost money if you want to really use them and most of them have ads that I don't care to see.

The one that I'm currently using, and quite happy with is
"Free Download Manager"

It's totally free, has all the features I need, and has good performance.

I don't use accelerators. However I do use tweaking programs. Pretty much the same thing. I have listed 2 links below. Both are free and support is available at their forums.

TCP Optimizer is a great little program. Settings are changed automatically and are reversable.

I believe the best Internet accelerator is .......SEX
And if you don't believe me just take a look at the huge number of sites devoted to this subject alone. It seems by comparison the Internet would be empty without sex. So sex has caused the Internet to expand at quite an alarming rate, and without it things would be very different. Also when it comes to P2P networks the more people in them and using them, the faster everything downloads. So if sex gets more people to use the P2P network it greatly accelerates your download speed.
