I think it depends on too many things to generalize. For instance Canadians are foreign, I don't think they want to come to the states.
Truth is this. I've lived in third world countries that have a reputation for exactly what you're talking about. If you are concerned that the girl you love is really only interested in getting out of her country, then dump her. Not all women are like that. I have several friends that married girls they met while overseas and they've been married now (in the states) for 20 years.

it's true for some that they want residency. I live in Australia & many people want to marry to live here also BUT as with all things there are definately exceptions and I know of many. It's funny the stereotyping that goes on.. when an american marries an aussie, people consider it to be legitimate because both come from desirable countries but should an aussie marry a philipino people instantly call them a mail order spouse. It's not always the case in either scenario.

We all use the people we love in one way or another. It is a trade off. You can not blame these women for the choices made by the men who use them too.
