All dogs shed hair to some extent. The reason some peopel think that there are breeds that don't is because the shedding is so minimal it isn't as noticable. Poodles, Yorkies, Maltese and other such types need regular grooming because their hair that sheds catches in the coat and will cause massive matting.

Speaking from my experience, only...the Miniature Schnauzer and the Poodle do not shed. They certainly need to be groomed, but are sometimes considered Hypo-Allergenic dogs, because people who are allergic to dogs, can sometimes be around these type dogs because they do not have the same dander/hair that most dogs have.

Poodles absolutely do not shed. Terriers absolutely do as well as Chihuahuas as opposed to what others have answered.

Maltese, poodles, and most terriers. Also the Chinese Crested, but that's because it's bald.
