i want to invite my friend in states and my dad and brothers are in US Navy how can i help her in giving an invitation letter,and what are the steps that we need to do to be able to invite her here for a weeks.

An invitation letter does not mean the embassy will grant her access, but i tried it and on several occasions it did make a difference.
There is no right format for an invitation letter, what you need to do is address it to the embassy in their country. Simply state that you want to invite that person (full name) who will be staying at your residence (add your address) and contact information. Add some information about your self and social security number, because embassy officials can find info about you using the number.

No need to mention your dad & brothers. Sign it and fax it to your friend and remember to give accurate dates for entry and departure. You friend should then complete his/her visa application papers and take the fax with him/her to the embassy.

Understand, an invitation letter works two ways. It tells the embassy that the person has a legitimate reason for visiting the United States, but it also tells them that the person has a support network should he/she decide to overstay and become an illegal immigrant.

send a invitation letter to her country, and one to her or him to take, and one to ours so they have matching letters, in the letter state that you will house, feed, and take full care of him or her, until they go home, also state in the letter, the dates she or he will be staying .
