I asked a priest if non-Catholics ever come for confession. He said about 1/3rd of the people he sees are Protestant. They want the healing confession provides but their church does not provide the sacraments of healing. Some end up becoming Catholic and some don't. They have the very human need to hear they are forgiven and the instruction to go and sin no more, but they cannot trust their own church to provide that.
That is sad.

Unfortunately non-Catholics may not receive legitimately receive any Catholic Sacraments except under extreme circumstances like danger of death.
Prior to receiving Confirmation and Eucharist in the process of coming into full communion with the Catholic Church, baptized persons do receive the sacrament of Reconciliation (Confession).
Non-baptized persons joining the Catholic Church usually receive Reconciliation for the first time one or two months after Baptism.
However a non-Catholic may talk to a priest about any issue in their life without receiving absolution.

The Jewish tradition had individuals transfer their sin upon an animal (turtle doves, goats, cows) depending on the level of sin that they committed (over 500 laws the Jewish created). I was a bloody mess! So, now Jesus died for our sins and Baptism washes away our original sin. However after Baptism, when we commit a grave sin (biffing the 10 commandments) we need to confess this instead of transferring our sins an animal then killing the animal on the alter. Jesus, being God, has the power to forgive sins. Since he has the power, he shares this power with Peter to administer this forgiveness so that whoever is forgiven on Earth will be forgiven ... who ever is not, it will be retained. Forgiveness does start with the prayer to God asking for forgiveness, then taking the next baby step to get this through a Priest, then the next baby step is the penance, then we must not forget cleaning up the mess we made here on earth by going to those we've hurt and asking for forgiveness ... Certainly, God has forgiven us, but He doesn't want us to go without learning how to make right what we've wronged.

I think many people that have been non catholic or just unorthodox have used confession. Many people who have not practiced their faith have used confession in the hardest of times. I think there are some basic principals you should meet a priest would be better to explain than I.

A member of the Eastern Orthodox churches can receive the sacraments from a Catholic priest.
Otherwise, no, a non-Catholic cannot receive the sacraments from a Catholic priest.
A non-Catholic can certainly go to a Catholic priest for advice, or for someone to talk to about their problems.

Why would you want to? If you don't believe in their teachings, why would you expect to get absolution for any confessions? Let the priests deal with the problems of their real followers. And NO I'm not Catholic.

Go into your room, get on your knees, speak to God through your heart, recall your sins as you do this say: Oh my Lord, I am heartly sorry for having offended Thee. I detest all my sins, for I dread the loss of Heaven and the pains of hell. But mostly my Lord, You are all good and worthy of all my love. I firmly resolve to sin no more, to do penance and to amend my life..........Amen. If you say this and be contrite, God will absolve you of your sins.

You don't need a confesional. The Bible says you need to do this for yourself. Here's how:
1.Admit you are a sinner. The Bible, God's Holy Word, says, "As it is written, There is none righteous, no, not one" Romans 3:10; also Romans 3:23 says, "For all have sinned and come short of the glory of God."
2.You must realize that sin bears a penalty. Romans 6:23 states, "For the wages of sin is death; but the gift of God is eternal life through Jesus Christ our Lord." Revelations 20:14 says, "And death and Hell were cast into the lake of fire. This is the second death.
3. You must accept the fact that Jesus has already paid the sin debt you owe. We read in Romans 5:8, "But God commendeth His love toward us, in that, while we were yet sinners, Christ died for us." Christ died to pay the penalty for your sins because He loves you and cares about you.
4. You must accept by faith what Christ has done for you. Again from the book of Romans 10:9 we read, "That if thou shalt confess with thy mouth the Lord Jesus, and shalt beleive in thine heart that God hath raised Him from the dead, thou shalt be saved."
Friend if you wish to know you're going to heaven ask Jesus into your heart right now. Its easy. Pray a prayer like this one: Dear God I know I'm a sinner and need forgiveness. I believe that Jesus Christ your Son died for me and shed His blood to pay the price for my sins. I am willing to turn from my sins. I now invite Christ to come into my heart and be the Lord of my life as my perfect Savior. Amen.
If you have accepted Christ as your Savior, then this is the beginning of a new and beautiful life for you. To help you along here are a few suggestions:
Read your King James Bible everyday to get to know Christ better.
Talk to God everyday in prayer.
Be baptized, worship, fellowship, and serve with other Christians in a church where Christ is taught and the Bible is the final authority.
Tell others about what Jesus Christ has done for you.
Christ is your only hope for heaven. Don't put off this decision. You don't know in these times how soon you might be meeting Jesus.
