Do you want to go to Pune, for a better academic course, to meet up with friends or just to get away from home?
Only the first answer would warrant an effort to convince parents.
Why are they refusing you? Is it because of financial restraints? Or do they not believe your reasons? Or have you not earned their trust as far as your sincerity or maturity? Only the last answer would warrant an effort to convince parents.
Work on building your image in their eyes? Give it time? Let them learn about children crossing state and country borders to get to their dream goals. Most of your initial academic pursuits could be done in Delhi itself as this is a very advanced metro.
If things still do not work out---then work towards becoming financially independent with a part-time job. Attain your age of maturity, enlist the guidance and aid of someone older among the family relatives and friends----and have a discussion with your parents outlining your desires and plans.
Then you will be better equipped to convince them or take a decision. BOL

You can convince them by telling about the course which u wanna join n the institue which u wanna join.tell them the standard of the education in dat institute is much better than that over here.N pune is a city whr students from whl country n even outside india come to study, the crowd here is mostly the college crowd.Even i was at pune for last 3 yrs.
Well its generally difficult to convince ur parents n such matter, but i hope they agree with u,Al d best

From the header of your question I thought that your house was on fire. Thank God, its nothing that serious. What's there in Pune (academically) that you can't get in Delhi? I think your parents are right. No need to convince them.

If you have a nice reason of why want to go to Pune, than talk to them.
If you just want to go there for fun, than convince yourself & respect your parents wish.
