essentially this results from the history of the jewish people. the jewish conception of god was one of a here and now god, who actually could be spoken to, was a physical prescence. but, as the jewish state was crushed under the foot of several powerful empires, eg the assyrians, the babylonians, the medes, the romans, the jews were faced with a question: where did god go? either he just left, was defeated by more powerful gods, died, or was just deciding to do nothing...none of these alternatives were really palatable for the jews, and so about midway through the jewish texts you find the name 'the LORD', or the tetragrammaton YHWH (yahweh) starts to be replaced with intermediaries like 'the angel of the LORD', or simply 'the Prescence', or 'the Glory', or 'the House of the LORD'. all this because the jews spirit their god away to some heavenly place to protect him from the unpalatable conclusions facing them, like 'do we have an impotent god', or 'maybe god died'...and thus you get the christian conception of a transcendant god who is spiritual and not physical

The answer might be the same as why He created light, earth, water, trees, animals, and man himself. The Book of Genesis says, "It was good." Like all art, an expression of the artist.

God delights in His creatures especially the Angels who love Him in return and they also love to help us in our daily spiritual struggles as they are messengers of Gods love to the world.
God does not need anyone or anything to be happy in Himself and we and the Angels are expressions of His love.
