Are they waiting too? A relationship even one on hold requires a trust and an expectation of a mutual agreement to abide in a similar way.
No one can know the outcome. You'll have to weigh the situation, and decide for yourself. Your life is YOURS, YOU need to decide how much YOU are willing to go through.
Ask yourself;
Why did they cut off contact?
How well do you know them?
How Honest are they?
How much trust have they earned?
Do I love and trust them enough to put my life on hold for them?
For how long was I asked to wait?
Am I being a door mat for them?
Are they waiting for Me?
How long am I willing to wait without any word?
What did we say in our last communication?
Add some more answers if you can think of more questions. Then;
This is your life, Make up your mind about what you're willing to tolerate, look at your answers and make your decision.
You know your partner, and the truth of your situation, so if you do this, you'll have the right answer for you.

They are cowardly jerks who wont admit they don't want the relationship to continue. Move on and be happy that they didn't waste any more of your time.

Well to me it means they dont want to marry - so you either wait for nothing or move on- I wud personally move on.
