it's in the "soul"

I don't really believe in reincarnation, but I'll play the guessing the game. From my understanding, reincarnation is about more than just memories. They are supposed to be that person and this implies personality as well. Personality also has to do with a certain part of the brain.
I guess the only way to really explain something like this would be to understand the very soul of a person. And can we ever really do that? Thus, I do not know. Maybe it's something only our creator will know. It's funny . . . I have Catholic friends that believe in reincarnation.

It's funny you should ask this question.
You see, although I have memories of many many "other lives" - I do not personally believe in past life regressions or reincarnation either!
It is certainly very odd to me that I remember so many of the details of these other lives with such clarity - In some cases the memory is as clear as if it was something that happened just last week, and yet it was hundreds of years ago or more - in languages that I do not speak and I 'know' that these memories are not 'mine' and that I never lived these lives at all.
I do have a theory however - I have frequently had other odd experiences of intense intuition that most people would call paranormal or telepathic communication.
This is a quite common phenomena - I think most people can do this somewhat - or have experienced it. I am referring to things like knowing when a close family member has died for example - at the exact moment that it happened.
Having experienced this sort of thing leads me to think that this is a kind of instantaneous communication - perhaps it is connected to quantum entanglement - I do not know. I suppose that it may be possible that I have these memories for the same reason - or in a similar fashion.
Or perhaps it is that I am merely picking them up - like a tape recorder reads the magnetic imprint of a recording.
Or maybe it is just that time is not really linear and all moments of time are actually the same moment, and we merely percieve them as organized in a consecutive linear pattern because that is how our brains evolve in order to make sense of the universe.
If that is true then perhaps my brain is just not able to remain in the same perceptual state as most others.
On the other hand it could be like the effect of resonance - like if you have two nicely tuned violins in the same room - if you play a note on one, the same string on the other one across the room vibrates. Maybe life memories are able to set up a sympathetic vibration in a brain that is similar enough to the one in which they first existed.
It may also be biochemical - perhaps there are certain parts of our DNA that can store information like when we incorporate bits of retrovirus RNA into our DNA after we are exposed to it. Some biologists theorized that much of the "junk" DNA in our chromosomes has been left behind by accidents of RNA to DNA cross-talk and memories could conceivably be stored in a similar fashion.
None of the people were anyone famous or very significant - I was never Cleopatra or George Washington, or Napoleon. Like you I am sceptical of the whole idea - but because I experience these things I am willing to entertain the thought that there might be some explanation for the phenomena.
It offends my own rational mind to deny my own experiences and reject something as "impossible" simply because I cannot adequately explain it.

You make a very VALID point.
Speaking of MEMORY for a bit --and maybe it even touches on Reincarnation in a broader sense, but sidestepping from it for now-- the AMA or the Medical society at large IS NOT quite DEFINITE as to whether our Memory is CONFINED ONLY to our brain area just yet, based on an article I once read in a Doctor's reception room no less.
There was this case of a woman who suffered 1st-degree [?] burns in both her arms and legs, and she also had needed a kidney transplant at that time. She couldn't have timed it any better because within hours of her critical injury and admittance to the hospital, a local teenager had also figured in a fatal car accident that killed him instantly.
He was rushed to the ER where he was pronounced DOA and, with his family's permission, he "became" the catalyst as a very timely 'Angel' DONOR for her skin graft AND kidney transplant operations that same day.
After she had completely recovered from her operations and was released from the hospital, the first thing that she did when she got home was to drink some BEER, which really surprised her because she had never drank beer before!
But the real kicker was when, a few weeks later, she had been aimlessly wandering around the city doing some shopping, she had SOMEHOW meandered and ended up in the very SAME, exact POOL HALL / BAR that the teenager/Donor used to hang out with his friends!!
This fact was later confirmed by the boy's own mother and his sister when they were visited by the very grateful patient...
The MD who authored of the article postulated that "it is possible that our MEMORY is lodged in different parts, perhaps IN EVERY CELL of the human body, including in the largest organ that we have: our own skin!"
Talk about 'transference' of MEMORY or even Reincarnation itself... Kinda weird, huh?
Peace be with you.

I don't think many people can remember the happenings of their past lives and that's because the memories live in brain ..but in fact I don't believe in reincarnation theory ...

I don't believe in reincarnation. I believe in DNA memory. Why do dogs circle around and around before they lie down? Their ancestors did it to make a bed in the forests. It's DNA memory. It explains a lot of behavior and memories.

Because the soul is not the brain, only the current personality is directly interacting with the brain.

They can be reached through hypnosis and past life regressions. You can do a google search and find a spiritualist in your area who does past life regressions.
