There is an Austrian doctor who has gained notoriety by advocating the picking of one's nose and the consumption of the resulting bounty, particularly in children. Dr. Friedrich Bischinger, a lung specialist working in Innsbruck, would have us believe that people who pick their noses with their fingers are healthier, happier, and more in tune with their bodies. His argument stems from the notion that exposing the body to the dried germ corpses helps to reinforce the immune system. The good doctor feels that society should adopt a new approach to nose-picking, and encourage children to take up the habit.
Dr. Bischinger has been quoted as saying (in an Austrian accent), "With the finger you can get to places you just can't reach with a handkerchief, keeping your nose far cleaner. And eating the dry remains of what you pull out is a great way of strengthening the body's immune system." He then added, "Medically it makes great sense and is a perfectly natural thing to do. In terms of the immune system the nose is a filter in which a great deal of bacteria are collected, and when this mixture arrives in the intestines it works just like a medicine."

All these answers to read and none have asked you his age. A toddler will not understand it is not acceptable behavior. If he is over 4 then some structure may be needed. It may be a phase and as well he may not understand eating boogers is not a sweet thing to do. Instead of repeatedly telling him not to do that, try to catch his attention to do something else creative to keep his mind off his nose. Usually this is done out of boredom, and attention seeking, which he already gained because you tell him to stop. Let him do it for a day without paying him no mind, if he continues then you need to entertain him in a different creative way. (supervise him while playing with clay or playdo. He'll get the same gooky feeling and may find it more amusing since it's colorful).

That's disgusting! But I read somewhere that it actually strengthens your immune system, by constantly exposing it to low doses of germs. You could probably get sick if you were breathing in a lot of sick people air that day, like at a doctor's office or something.

Gross, that seriously made me gag. But my 10 year old is healthy and I catch him eating them sometimes. Still grosses me out though.
I always asks if he wants fries to go with his shake when I catch him eating them.
