Got a Samsung HDTV LCD with 1080P resolution. Got the HD box from Cablevision.The HD channels look great, but the rest can look terrible. Is there an up-converter available for live TV, along the lines of the up-converters in the DVD players that I see advertised?

Your TV should be able to convert any input signal to its native 1080p resolution. In other words, all digital TVs have a scaler.
Unfortunately not all scalers are equal and some TVs are better in scaling standard resolution TV than others. To improve quality, make sure that you receive a digital cable signal. Analog cable just looks terrible no matter how you scale it up. Your cable box may allow you to output in either 720p or 1080i - pick the one that looks best. Finally, make sure you connect to your box using component (red/green/blue) or HDMI cables.

Your TV should be able to upconvert the picture to 420p, however, some HDTV's don't upconvert interaced TV (standard) which leaves you with a pretty bad looking picture. It could also be your cable, they might not be pushing full digital for some reason, it is hard to say, I just bought a Plasma last week, and I remember the Samsungs looking real bad using a standard 420i feed, I ended up choosing the LG, even though the HD wasn't as great as the samsung, the upscaling was very good, and since most channels are not in HD, don't care about that.

Oh if your TV and Cablebox supports it, try an HDMI cable. Also, check the menu settings in the TV to se if there is an option to enable it.
