As a pedestrian, much to my frustration, I have frequently seen people do this and am curious if it is just extremely rude or if it is also illegal to do so.

Yes it is. Of course bylaws differ from City to City and Country to Country but I can assure you it is.

Yes it is illegal. I have never cited someone for it but it brings up good point. You are legally in the intersection and by forcing a pedestrian to walk into traffic to get around you, there could be a safety issue there. I, for one, will have to re-evaluate.

If crossing the white line is illegal, then how does a driver make a perfectly legal right turn on red? You have to inch up a little to see if there is an opening for traffic, right?

yes it is agenst the law for your car's front end to break the plane of that white stripe.
