I think a lot of people feel that the "passing lane" is just another lane in which they can drive. They are oblivious to the fact that it is only for passing vehicles in the right lane.

It really all depends on how people were taught to drive. Until I moved to Texas I did not really know about a passing lane. I am from California and The far Left lane is the fast lane. There are so many different drivers with different ways of driving that it is hard to think that we all will follow the same rules. I will forever view the far left lane as the fast lane.

Very good question. Apparently they never learned the lane was a passing lane, or they learned to drive in another country where the passing lane is on the right, not left.

Control freaks. They do it on purpose, and sometimes they even drive slowly. They know what they are doing, and they laugh because you can't do anything about it!
Actually, the left lane is the safest lane to drive in, and if there's no law against it, and you get out of the way when a car wants to pass, there's nothing wrong with it.

If there's alot of exits, some people will stay out of the merging lane. Other than that, usually it's just an old fart. Take care when passing on the right.

In Germany, they will give you a fine for what the locals call camping in the left lane.
In the U.S., some states don't have a law against it, but most do. It's the black and white sign, which means it regulatory, that states slower traffic keep right.
This is compounded by the fact that many ******* using cruise control forget they have a skinny pedal on the right that still works while cruise is engaged, and that they can use it to get the 'ell out of the way.

Nobody even considers it the passing lane anymore. They just consider it a rode for driving on.
