I'm going to RTO (Regional Transport Office) applying for 4 wheeler license. I'm sure they are corrupted officers. If I personally encounter anyone asking me money for proceedings, whom should I complain to?

Complain to local office of ACB (Anti Corruption Bureau)
or write to:
CVC (Central Vigilance Commissioner),
Block 4, Satarkta Bhawan,
Block 'A', GPO Complex, INA

This is one department where complaints dont have any effect, but if u wish to lodge a complaint any way, try the regional transport commissioner

Sorry Dear, u r in big trouble as there is no one to hear ur voice as whole govt is corrupt and u complaint will alway be available in registers or maybe not available for life...only one option that u try CBI but its hard to contact them as they are themselve busy in millions of cases and try their best...

It depends on which country you live in. If its India pakistan or any of thecountries in the orient, just pay the fee, that is, unfortunately how things are run there. If you are in a western country,call your local political representative.

Just dress up like a BJP guy, walk-in and submit. If possible ask your friend to give a call at that time, and talk to him as though you are talking to some big leader. You will get it. crooks should be dealt by a crook.

I Think you should complain to the police and the police will take the right decision you should complain to the press.
