Yes, it is interior decorator. Some call themselves interior designers.
There's also a "new breed" out there who call themselves "re-designers." They come in, evaluate your furnishings, and work with what you have. Sometimes, they move furniture around within the room, or they may remove something from the room and bring in furniture or accessories from another area.
They may suggest a paint color or a window treatment.
They may charge by the room, or by the hour. They may have a special fee to do a whole house make-over.
I had this done for my living room, and I was very pleased. The re-designer simply changed my wall art around and made a few suggestions about what I could add. She suggested a big basket of silk greenery to hide an unsightly wall outlet/plugs/cords, so I went to Wal-Mart, bought a basket full of greenery plus some trailing ivy to add to it. I elevated it all on top of a $2.98 basket that didn't show, and it did the trick. Looked great, too.
Preparing a home for market is called "staging." Some people specialize in doing this, and it's a process that be useful whether you are selling or staying in your present home.
Unless you have absolutely nothing and are starting with a clean slate for your new home, maybe a re-designer is what you need. They specialize in effective use of what you already have and are less apt to advise you to buy new, costly pieces for a "designer look." They are successful in helping you to blend together what you already own in a cohesive, pleasing and attractive manner.
