I just purchased a Canon ZR 500 that didn't include any tapes in the box. Is this normal?

they dont give you one probably because they want to save money, also some people have preference between which miniDV tapes they use.

Sony in my opinion would be the best kind of miniDV tape you can get. Just for the main fact that the way sony makes them is a very "clean" process that will not clog your recording heads, or in other terms, these tapes will not screw you camcorder up.

You might get one maybe two with the cam but you have to buy them as an extra. and as with any cam, if you want to save it you need to buy more and then using some software like Studio or Windows movie maker to put them to disk.
