The military definition of an assault rifle is:
A selective fire weapon with a large capacity, detachable magazine, which fires an intermediate cartridge.
Selective fire means that it can fire both automatically and semi-automatically.
A large capacity detachable magazine gives the weapon a large reservoir of ammo with the capability of fast reloading.
An intermediate cartridge is one which is between a full power rifle cartridge (.30-06, 7.62 NATO & c), and a pistol/submachine cartridge (9mm, .45 ACP).
The term "assault weapon" was invented by politician and media types who are promoting civilian disarmament, which they call "gun control". The civilian disarmament crowd has a history of divide an conquer. After the assassination of JFK, high powered rifles with scopes were being portrayed as "sniper weapons". Various types of hollow point ammunition were being branded "Cop Killer Bullets". The term "Saturday Night Special" was applied to two types of handguns: the inexpensive variety, and small concealable pistols. I always thought that "Saturday Night Special" refered to one of Bill Clintons playthings.

At the beginning of WW II soldiers were largely armed with full-power rifles firing cartridges such as the 303 British, 6.5x50 Arisaka, 30-06, 8x57 IS, and 7.62x54. Of some limited popularity were submachine guns, firing streams of pistol bullets, as the Thompson of gangster-film fame or the MP38 that for some reason has erroneously been tagged "Schmeisser." In the middle of the war, the Germans and the Russians developed cartridges bigger than pistol cartridges but smaller than rifle cartridges. Firearms using these intermediate-sized cartridges are assault rifles, and though some are semi-automatic, there is a connotation of the ability to fire on full auto or at least multiple-round burst mode.

The military use of the term applies not to firearms but to shoulder-fired rocket launchers such as the FGM-172 SRAW or MK-153 SMAW. The term assault rifle also existed, referring to a category of rifles that are capable of full-automatic fire.
The new law defined and applied the term assault weapon to semi-automatic firearms that were predominantly derived from assault rifles or fully-automatic pistols. Barrel shroud that can be used as a hand-hold
Unloaded weight of 50 oz or more
A semi-automatic version of an automatic firearm
Semi-automatic shotguns with two or more of the following:
Folding or telescoping stock
Pistol grip
Fixed capacity of more than 5 rounds
Detachable magazine

The correct definition is select fire rifle. The military versions of the M-16, M-4, and Kalashnikov rifles for example.
The civilian version in semi-auto are incorrectly labeled as such.
