i would like one with a spatter paint and an actual paint brush looking thing

The absolute best painting program is Painter, but Photoshop elements has a lot of specialty brushes also.

Photoshop cs has a variety of brush tools and if it's not enough you can use a variety of plug-ins available on the net

try Inkscape...it's free....you can download it from here : http://www.inkscape.org/
Corel Draw it's also a great program...but you have to buy it...
