What should I do instead of using an electric mixer?

use a wooden spoon to mix all the ingredients together

I'm assuming the electric mixer is to cream the butter and sugar. It will take some elbow grease, but you can cream the butter and sugar with a whisk or a wooden spoon. Just make sure the sugar has disolved well.

I use a hand mixer. We have an electric one, but I haven't seen it since we moved.

Most cookie recipes come together just fine with a fork and some elbow grease. If for some reason you really need to be whipping like egg whites or cream for you recipe, then use a wisk and be prepared to be at it for awhile.
