They are warning you that the speed limit is being enforced by observation aircraft. The pilot can judge your speed by timing how long it takes you to drive between each of the images painted on the highway, & then he reports your speed to ground units who stop you, & write you a ticket if you were speeding.

I think it either signifies low flying airplanes or they are able to take radar form the airplane to see how fast you are going and radio ahead. I can't remember which one it is but it is one of those. Hope it helps

If a stretch of highway is long, wide and straight enough, then it might be used as a runway by a plane in times of extreme emergency. The sign is a warning that you might encounter a plane because the stretch of highway you're on meets those conditions.

It depends on the Atlas you are looking at....there should be a legend of the images on the page or in the book as to what that designates...

they are sugesting that you should keep checking your rear view mirror incase a plane should try to land there ,
these high ways are alternatives to runways ,in emergencies.
