What do you mean by cheap? Purebred Bichons are not cheap anywhere. And on top of that, you have regular grooming fees to deal with. Bichon hair continues to grow, just like human hair does. If you don't brush it out after a bath, it kinks up. If you let it get too long it will mat up.
Knowing all that, if you are still willing to get a Bichon, you might try a local bichon rescue. Adoption fees are usually reasonable.
Try www.petfinder.com to find an adoptable Bichon near you. You can do a search by zip code, city, or state. It will tell you where the animal is located, it's approximate age, the sex, and even show you a picture of it.
