YES definately. I was a TEAM USA Fighter for 5 years and a Silver Medalist in the 96 World Cup of Martial Arts.

A very well trained fighter can tell by their opponents eyes, even if that opponent is trying to fake you out wth their eyes. I personally prefer to stare at their top chest for it is the one part of the body that is hard to fake with. a carefully trained fighter will learn to anticipate an opponents moves by their eyes, arms, legs, chest, their whole body even from the way they breath and hold their stances.

In tournaments, the best fighter is not the one who is the stronger MA, but the smarter one. Its diff of course in real life you need both. But in a tournament points are all that counts and I have beaten opponents a half point to zero before just by out smarting them. so again yes their eyes can give them away, but dont just rely on eyes, use all your senses and his motions to your advantage to even the lighting in his eyes or the crown in his face. What ever you can do to control the ring and the match.

With an amatuer martial artist the eyes can give away a great many actions that a person is going to do, this is called telegraphing. The best place to watch though is right at the centre of the chest, and with some practice you are able to watch all movement with your periphrials, if you stare at a guy's eyes and he knows how not to telegraph with them, you cannot see his legs very easily, he will kick you and you may not see it in time to react. i know several techniques created just for people that stare you in the eyes, in the combat martial arts class i go to on tuesdays, they call these invisible kicks, because you cannot see them. So yes, for a recap the eyes can give away where a person is going to attack next, but the eyes can be used to fool you if your opponent is experienced, so look at his chest and use your periphials.

Like others have said, you can sometimes tell how a person is feeling through the eyes, ie if they're droopy they could be gassing, or if they're amateurish, they often telegraph where they're going to hit by looking there.

But any good fighter you meet will have trained that out of himself and will be looking at your body in general and not at what he's attacking. And often, he will fake you out with his eyes if he sees that you're looking there.

The best place to look, if you're punching is the collarbones because you'll see the arm movements coming and they will often move if he's kicking you with any real power. But as an MMA guy, the place I look, mostly, is the hips, as they can't move anywhere without their hips.

But the thing you need to train is to de-focus from one particular area and take the whole of them in. The hips should be the main area you'rel ooking at but you should be aware of their entire body and your surrounding area. It takes time but everyone eventually gets it who trains alive.

Not into their eyes, but you can sense a physical movement coming, when people are under stress, such as combat! It's an involuntary movement round the eyes, called reflective muscle action. It a prelude to violent muscular movement! And if read correctly (A tightening of the eyelids) can be a lifesaver in phisical combat by evading the attacker.

Not the exact move, but you can tell if your opponent is nervous, or if you know the situation is at a blowout point anyway the slightest movment of your opponents eyes can tell you of his intentions.
