The restaurant has to pay taxes to the state on the amount they would normally charge for the meal. They can choose to collect that amount from you or pay it themselves.

You will pay sales tax on the amount of the meal before any discounts. Sales tax cannot be paid with a coupon.

I believe that yes, you are technically obligated although most establishments just don't worry about it.
