if i thaw out some frozen meat and waited a week to eat it willit be safe?

Well lets see if u thaw out meat then u should eat it right then. If u leave it out to long it can spoil and cause you to get sick. I think u should just thaw it and eat it right then. if not then keep it in the freezer til u eat remember u can keep meet in the freezer for up to 2 months with out it going bad but thats not every meat.

Is it kept under refrigeration? Does it smell? A week wait for fresh or thawed meat is at the far limit. Cooked meat can go a week, but not uncooked.

Iffy at best. Freezing damages the cells (ruptures them), making meat spoil very rapidly. Thaw meat immediately prior to cooking it.

Maybe , but i would use it within 2 days of thaw out plus soak it in salt, vinegar cold water in fridge before cookin it.
These days, meats carry alot of viruses
