i have a vid clip from a concert, the bass really spoils the video is there a program i can use 2 reduce this?

i went to watch ca and thge song she was singing (still dirty)is really bassy ( i dont know the phrase for it) anyway my cam picked up the bass and it really spoils the video. is there a program i can download for free which can reduce the bass but not the vocals. it would be much appreciated if you can help
