Generally used when someone is hyperactive or acting really full of energy. Like a ball bouncing off the wall it would be difficult to catch and it would just go bounce of another wall.
Most often used with kids.
"They ate so much candy the kids were bouncing off the walls"

If a person is "bouncing off the walls" he could be;
-going crazy about something (picture a mental patient in a padded room with a straight jacket bouncing of the walls).
-or sometimes it refers to some one that is hyped up or had too much caffeine.

You need to give us the full sentence to understand the context. It means "asking for feedback" or "giving someone feedback". Feedback means their opinon or comments. Think of a basketball, if you throw it at a wall it "bounces back" at you. So when we say, can I "bounce something off you" it means, can I tell you something and can you tell me what you think.
