Dogs usually to do that to protect what they call as theirs; meaning your yard, which he calls his. The dogs are most likely trespassing and your dog is chasing them off. In his mind he's doing his job. You just want him to tone it before some one complains or your dog gets hurt. The best advice I can give you is to chain him and make sure the chain is long enough so he can continue protecting "his" property.

scream no a lot? that's what i do when my dog chases cat. AMBER! NO! COME AMBER! and so she doesnt' chase cats.
