The jewish calendar is a lunar calendar, so there are only 354 days in you standard year, not the 365 days of the solar calendar, so the precise start date of hannuka (or any jewish holiday for that matter) will shift relative to the solar calendar from year to year (the calendar is adjusted frequently by the addition of a "leap month" so as not to have a holiday like passover, the spring holiday, fall out in the dead of winter which is why hannuka falls out around the same season every year).
