Why is it that a 'slight' tax increase costs me $200, but a 'substantial' tax cut only saves me $0.30

If you're paying taxes at all, you should have gotten lots more than 30 cents out of recent tax cuts, unless you are in a high enough bracket to get caught by the AMT.
