at 2 o'clock in the morning, my neighbours suddenly fired up a very loud party. i had to be up at 6 to go to work, and they were keeping me awake. i tried calling up to their window and ringing their bell, to no avail. so i ended up blowing my very loud referee's whistle outside their window. it worked, they turned the noise down, only problem is, my whistle woke up everyone in the block (apartments). did i do the right thing?

I'd take it as a lesson and just move on. Don't do it again. Making more noise just disturbs others. In the future just call the cops.

You probably weren't he only one that was disturbed by the noise, however, making a noise yourself probably wasn't the best idea yet. After trying to contact them personally, which might prove dangerous in some situations, the next step should be to the authorities. An on-site property manager or police department would ensure that the entire community shared the peace and you wouldn't be made out to be the bad guy.

You've probably not made any friends among your apartment building, unless they, too, were being bothered by the loud party. I recommend reporting such things to the property manager - many complexes can kick someone out for disturbing the peace.

I guess not... because in trying to get a little peace and quiet, you involved everyone else in the disturbance.
I think the only thing you can do in this case, unfortunatly, is to either call the landlord, if you are renting, and then the police if you get no relief, or the police if you own your own place.
