I have 3 options pants and nice top, casual dress, or formal dress. The invite say holiday best but if you aren't attending dinner close as you are? what should i do

If other people are going to be formally dressed, I would wear something fairly dressy. If not attending for the entire event, you could probably get away with a semi-formal or really nice skirt set. You don't want people noticing you because you are underdressed or overdressed. You want people to notice you because you are you.

Wear a mini-skirt, and show a lot of cleavage.
Go commando and try to show it off in photographs like Britney Spears...
