are yyou talking like in the realm of hackers? or of like parental control devices? as far as hackers go, the only way is by lookin for traces of their passing like new folders, programs, etc. For parental control devices, go the C:\program files and look for anything there. Many programs simply copy your history everytime you visit a new website, and others take screenshots every 10sec or so. You may have to look for hidden folders to find the program (click Tool->Folder Options->View->show hidden files and folders).
Hope this helps!

If you're over 18 & on your own computer, there are ways.
Run virus and antispyware software in safe mode.
If you're a kid or employee and wondering about a work or school computer, assume it is monitored.
I have a program on our network that monitors every website anyone visits, and which computer did it and when.
Because it is in the router, you'd never be able to tell.
But I have terminated several employees for abusing the net.

You need spy-ware software. I use Paretologic Spy-ware which can be purchased from the website below. Also make sure that you have a firewall, which protects all your details. People are less likely to be able to keep tags on you then. There are also programs which delete you history, cookies etc.

Tracking software is usually considered malware, and most spyware applications will report and remove it. You can also track all running applications from the Task Manager (Right-Click on the Taskbar and select it from the menu). You can look up these applications on the internet and see if any of them are tracking software.

Most ant-virus programs will pick up such a program.

Update and run your Anti-Virus program. Don't have one? You can run a free online scan from Trendmicro. When I have tested it it takes some time to run it but it may be time well spent if it can fix any problems.

Download and run http://housecall.trendmicro.com/

Download, update and run Spybot---http://www.safer-networking.org/ . Don't forget to use the Immunize feature.

Download, update and run Adaware---http://www.lavasoftusa.com/software/adaware/products/select_your_product.php
