No, Milnot is not an equivalent or substitute for sweetened condensed milk (SCM). Milnot is a substitute for evaporated milk. Milnot is a milk-based product that has had the butterfat removed, and replaced by vegetable oil. SCM is evaporated milk + plenty of sugar.

However, you can make your own SCM. Here's how:

To make fourteen ounces of sweetened condensed milk substitute, whisk one and one half cups of milk powder into a half cup of whole or 2 percent milk in a saucepan until it is very smooth, about one minute. Then whisk in two-thirds cup of sugar and one teaspoon of vanilla extract, and cook over low heat, continuing to whisk constantly until the sugar and milk powder dissolve, about five minutes. Cool before using, then whisk again to be sure that no graininess remains. (This can be covered and refrigerated for up to one week.)

[Note: The recipe above for SCM substitute works. This one below is experimental, and you might try it if you're in a pinch, but I make no guarantees that it will work].

If you want to try to make a SCM milk substitute with Milnot, here's how I would proceed (but I'm not making any guarantees that it will work). To one small can of Milnot (5 ounces, or 1/2 cup + 2 Tbsp), add 2/3 cup sugar and 1 tsp vanilla. Cook over low heat about 5 minutes to dissolve the sugar, stirring frequently. Let cool before using. If it's too thin when it's cool (it should be the consistency of thin caramel), reheat it, and add another 1/3 cup sugar, again cooking for 5 minutes over low heat. If this doesn't work, I'd give up on this recipe.

No. Milnot is evaporated milk. Sweetened condensed milk has butter and/or sugar added. Sweetened condensed usually goes by the name brand of Eagle Brand.
